Planning and Optimization Engineer

Responsible for the analysis, design, implementation and optimisation of the radio 2G, 3G & LTE network.

1.Network and Radio Planning •Responsible for the design of new network elements, (macro, micro, repeater and in-door solutions) for multi technology systems (2G, 3G & LTE). •Responsible for radio frequency plans, capacity evaluation and upgrade on the network. •Participate in development of the Radio Frequency network design strategy. •Implement and monitor new technology deployment strategies within the region. •Implement the introduction of new radio features or parameters into the region. 2.Optimization. •Responsible for focused and network wide performance optimisation •Responsible for all aspects of engineering for Network Optimisation. •Ensure optimal use of Cell C radio network resources via appropriate use of available radio features or parameters within the region. •Implement company standard best practise optimisation methodology. •Evaluate timely resolution of priority customer complaints. •Ensure timely investigation and resolution of radio problems affecting network quality. •Evaluate and motivate for new optimisation tools in the market that will add value towards improving the network quality. •Ensure that optimisation change requests are executed with minimal delay. •Perform routine analysis of measured data and implement and monitor recommendations to improve network performance. •Implement methods to fine tune planning tools and BTS parameter optimisation. 3.Performance Engineering. •Ensure that radio network quality measurements are as per Cell C standards. •Perform drive testing activities to measure network quality. •Provide all required reporting related to the activities. •Compile reports pertaining to specific problems encountered. •Ensure consistency, accuracy and integrity of all related data and documentation. 4.Report Generation. •Process network quality and status reports for management, including recommendations for improvements. 5.Health and Safety Compliance. •Strictly apply and adhere to Cell C Health and Safety procedures and rules. •Adhere conformance to Legislation and Cell C Health, Safety and Environmental standards. •Identify and minimize Cell C’s exposure to operational risk. •Monitor, investigate and report all health and safety matters and incidents. •Ensure the appointment of the SHE representative, First-aiders, evacuation marshals and establishing / maintenance of SHE Committees as per legislation and Cell C requirements. 6.Perform any other related work requested by Management.

•8 years telecommunications experience •6 year’s experience in a radio planning & optimisation environment. •Must have solid 2G & 3G optimisation experience (LTE planning / optimisation will be beneficial). •In-depth knowledge and experience of Radio planning theory for 2G & 3G. •In-depth knowledge of Radio planning theory for LTE and any experience is this field is advantageous. •Good Experience in Radio & Frequency Planning tools (Automatic Cell Planning tools experience beneficial) •Good knowledge of 2G, 3G & LTE parameters / algorithms. •Excellent knowledge of KPIs and Performance Counters and related analysis abilities. •Excellent knowledge of the signaling protocols on the various interfaces for GSM & UMTS (LTE will be advantageous). •Good experience with Microwave link Planning and Implementation (Will be advantageous) •Very good knowledge of Mobile Network topologies. •Good IT knowledge, incl. Microsoft Excel, Power Point, Access.

Degree in Electrical / Electronics / Communication Engineering or National Technical Diploma in Electronics or Electrical Engineering.
